Can the EU become a 'just' institution? Andrew Williams considers this highly charged political and moral question by examining the role of five salient values said to be influential in the governance and law of the Union: peace, the rule of law, respect for human rights, democracy, and liberty. He assesses each of these as elements of an apparent 'institutional ethos' and philosophy of EU law and finds that justice as a governing ideal has failed to be taken seriously in the EU. To remedy this condition, he proposes a new set of principles upon which justice might be brought more to the fore in the Union's governance. By focusing on the realisation of human rights as a core institutional value, Williams argues that the EU can better define its moral limits so as to evolve as a more just project.

This book stems from a concern with the role of the Charter in fostering a constitutional moment in Europe. It addresses the question of the nature and character of the Charter, why it is needed, and what is its contribution to the constitution making process in the EU.The book is divided in three sections. The first section deals with why a charter of fundamental rights is needed. The section includes a chapter comparing the European and the Canadian Charters. In the second section, the processes and deliberations leading to the formation of the Charter are discussed. The last section deals with the legal and normative coherence of the Charter and includes a chapter on the need for a European constitution. This book is composed of 12 essays from specialists in the field of European Integration Processes and Constitutionalism, among others Neil MacCormick and Jurgen Habermas.

Radio, the oldest form of electronic broadcasting, has been described as the last medium to go digital. Yet developments have been underway for over twenty years to create new technologies and digital platforms for the transmission of radio in digital form. O'Neill presents detailed studies of the development of Digital Audio Broadcasting (DAB), successes and failures in digital radio implementation, and future scenarios for radio in a fully converged media environment. Essays address the fact that radio now stands at a crossroads in its development, and question whether it has a viable future or whether it will converge with other forms of multimedia and audiovisual media services.

Who are the Europeans? How do they think? What values do they hold dear? What binds them and what divides them? This atlas summarizes the outcomes of the European Values Study, combined with results from the World Values Survey, two projects that have measured values over the past three decades. The European Values Study project is run by researchers from 33 countries and is administered by Tilburg University, the Netherlands. The Atlas presents European ideas and beliefs in the form of graphs, charts and maps. Values such as democracy, freedom, equality, human dignity and solidarity are held by almost all Europeans, but the survey points to differing views about marriage, religion, work and such topics as euthanasia, happiness, sexuality and death. This unique Atlas covers all European nations from Iceland to Turkey, from Portugal to the Ukraine. It graphically illustrates the rich diversity that is Europe.
