Cooperation, Comity, and Competition Policy, edited by Andrew T. Guzman, illustrates how domestic competition law policies intersect with the realities of international business. It offers a discussion of what might be done to improve the way in which cross-border business is handled by competition policy. The first part of the book provides country reports written by local experts explaining the extraterritorial reach of national laws. Each country report summarizes existing domestic law and examines the conditions under which each country applies its substantive competition laws to conduct that takes place abroad. These chapters also address the question of comity, meaning the circumstances in which a country would decline to exercise jurisdiction on the grounds that another state is the more appropriate jurisdiction. Finally, the extent of cooperation between the local government and other states is examined. In conducting cross-border business activity, these reports provide the reader with a sense of the multiple jurisdictions that a business must consider within the scope of how laws from various states interact and overlap. This study examines a crucial period in European integration, ending in the early 1990s, when significant progress was made towards the dream of a unified European market. It shows how European automakers were part of these changes and how their influence within the institutions of the European Union (EU) yielded a wide range of policy compromises governing a single European car market. The book begins by reviewing the history of the EU and the logic of regional free trade, and goes on to develop a political explanation for the kinds of changes that actually occurred. The author argues that European automakers enjoyed a privileged place in the political arena, albeit one much transformed by the new institutions of the EU. Therefore, these firms often significantly influenced regional policy outcomes. The argument is applied to policymaking in the important areas of environmental regulation, trade, subsidies, and anti-trust regulation. This book analyses how informal economy traders and the marketplace institution dominate the local economy in African cities. According to the World Bank, being an African reduces the probability that an individual is an entrepreneur in the manufacturing sector by more than 95 percent. Exporting unprocessed strategic raw materials and importing large volumes of finished goods stagnate Africa’s informal sector while creating formal jobs overseas. This suggests employment increases in distributive trade and persistence of the marketplace institution in reducing urban unemployment and income inequality. However, there is limited knowledge of the men and women with permanent stalls in large urban marketplaces that function daily as a temporary city within a city, even though they are the major actors in distribute trade. More important their daily out-of-stall contacts resulting from maintaining complex social and economic relationships that determine the financial health of family, business, and the economy are generally unexplored and largely unknown, but have significant unintended consequences on the urban mobility system. Researchers, planners, development practitioners and policymakers have, therefore, not focused their attention and considered the impacts of the powerful economic institution – marketplaces and traders - in framing transport planning processes and urban development policies, and that is the paradox surrounding marketplace trade and urban development in West Africa.
