One of the most significant consequences of Co-op Bank's near-collapse, from a public policy perspective, was the collapse of Lloyds Banking Group's planned divestment under Project Verde. Co-op Bank's withdrawal forced Lloyds to resort to its fallback option of an Initial Public Offering. The result is a new bank, TSB, which, not having an existing banking presence of its own, consists solely of the business divested by Lloyds. Accordingly, it has a personal current account market share not of 7 per cent, but of 4.2 per cent. There is a risk that a bank of this size might struggle to grow significantly and to act as a true challenger in the market. Had Co-op Bank's resulting capital shortfall been uncovered earlier, it is likely that the bank would not have progressed so far with Verde. As it was, the rapid and late emergence of the capital problem led to Co-op's withdrawal from the Verde process at a relatively late stage. The Committee recommends that the FRC investigation and the independent inquiry into the events at Co-op Bank consider the role of KPMG and the FSA in relation to the late emergence of loan impairment and IT losses. On the basis of these findings, the independent inquiry into the events at Co-op Bank should also form a view on whether Co-op's Verde bid could or should have been halted sooner. While it may not have been fully transparent from the start that Co-op Bank's bid was doomed to failure, it was beset by problems from an early stage. But it was not these problems that killed the deal-it was the capital shortfall that emerged only late in the day. It is important, from every angle to determine why the capital shortfall was not uncovered earlier.

This book is among the first to systematically explore the impact of community inequality on reporting political and social change. Although most journalism scholars are still fascinated by the impact of media on society, Media and Social Inequality explores the reverse perspective: the impact of society on media. Using a 'community structure' approach, and rejecting the perspective that studies of media and audiences can be reduced to the individual level of psychological phenomena, all contributions examine connections between community-level 'macro' characteristics and variations in the coverage of critical issues. This innovative book differs from previous community structure volumes in two ways. First, contributions explore a far wider range of community characteristics by employing creative methodologies, modern archives, and databases that facilitate larger, more diverse samples; multilevel and longitudinal analyses; composite measures of both 'content' and editorial judgment; new technologies; and social network analysis. Second, a traditional emphasis on media as instruments of political and social 'control' is replaced by media as potential mirrors of social 'change,' exploring 'bottom-up' measures of 'vulnerability', 'concentrated disadvantage', and 'ethnic diversity/pluralism'. The volume contains two original chapters: one on nationwide US coverage of the "Occupy" movement in the expanded introduction, and another on nationwide US coverage of universal health care. About two-thirds of DFID's expenditure in 2011-12, including nearly 40% of its bilateral spending, went through multilateral organisations even though they have higher administrative costs. This represents a major change in recent years and has been accompanied by a decline in direct aid to recipient Governments. DFID argues that the change is not a reflection of its need to spend money quickly, but a result of the reduced need for budget support in countries with rising tax bases and improved financial management, as well as its focus on fragile states. The DFID needs to ensure that it has thoroughly examined other options such as greater use of local NGOs and sector budget support. DFID has switched expenditure from low income to middle income countries, in part because several countries with a large number of poor people have recently graduated to middle-income status. Policy towards middle income countries varies and DFID needs establish and make public the criteria it will use to inform decisions of when and how it should cease to provide aid. DFID should also consider establishing a Development Bank - that could offer concessional loans alongside grant aid and would free from the constraint of having to ensure that cash was spent by the end of the financial year. Staffing also may still not be sufficient to oversee the huge expenditure of UK taxpayers' money undertaken by multilaterals. MPs remain concerned that DFID's has ended its bilateral programme in one of the world's poorest countries, Burundi, and is urging the new Secretary of State to re-instate it.
