Limited Responsibilities explores the interaction between the criminal justice system and the wider concerns of political and social institutions, including the welfare state, social work and forensic psychiatry. Using the key concept of `responsibility', Tamar Pitch critiques the classical theories of Anglo-American and Italian criminologies, examining the allocation of responsibilities to individuals and society. Looking at the shifting political relationship between criminal justice and the welfare system, Pitch considers the problems which arise in our understandings of responsibility, particularly in relation to the young and the mentally disabled. She also documents the centrality of responsiblity as an issue in women's struggles for legislation on sexual violence, as a paradigm of the politicisation of notions of crime, victimization and criminal responsibility. Limited Responsiblities will be of interest to lecturers, students and professionals in criminology, social policy and women's studies.

It may be unnecessary to some to publish a text on sexuality in 1986 since the popular press speaks of the sexual revolution as if it were over and was possibly a mistake. Some people characterize society as too sexually obsessed, and there is an undercurrent of desire for a return to a supposedly simpler and happier time when sex was not openly dis cussed, displayed, taught or even, presumedly, contemplated. Indeed, we are experiencing something of a backlash against open sexuality and sexual liberation. For example, during the '60s and '70s tolerance of homosexual persons and homosexuality increased. Of late there has been a conservative backlash against gay-rights laws. Sexual intercourse before marriage, which had been considered healthy and good, has been, of late, characterized as promiscuous. In fact, numer ous articles have appeared about the growing popularity of sexual abstinence. There is a renewed vigor in the fight against sex education in the schools, and an 'anti-pornography' battle being waged by those on the right and those on the left who organize under the guise of such worthy goals as deterring child abuse and rape, but who are basically uncomfortable with diverse expressions of sexuality. One would hope that such trends, and the ignorance about sex and sexuality that they reflect, would not touch medical professionals. That Dr.

Treasury systems enable governments to prepare financial plans, implement annual budgets, handle cash resources, provide fiscal accounts, and ensure control and accountability. The design of these systems varies considerably across countries, reflecting differences in priorities, country capacities, and political traditions. The paper develops a generic value chain for a treasury system and discusses the choices that are made in designing that system. The paper provides an indicative set of good practices for treasury design in different groups of countries. The generic model and the proposed good practices are compared to the actual treasury systems in seven countries.

'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.
