It is becoming increasingly recognized that for the optimal sustainable development and use of natural resources, an integrated approach to water management, agriculture, food security and energy is required. This "nexus" is now the focus of major attention by researchers, policy-makers and practitioners. In this book, the authors show how these issues are being addressed in India as part of its economic development, and how these can provide lessons for other developing nations. They address the conflicting claims of water resources for irrigation and hydropower, where both are scarce at the national level for fostering water and energy security. They also consider the relationship between water for irrigated agriculture and household use and its impact on rural poverty. They identify weaknesses in the current hydropower development programme in India that are preventing it from being an ecologically sustainable, socially just and economically viable solution to meeting growing energy demand. The empirical analyses presented show the enormous scope for co-management of water, energy, agricultural growth and food security through appropriate technological interventions and market instruments.

The Department of Transport and its seven executive agencies average 10.4 days of sickness for each full-time employee (compared to a Civil Service average of 9.8 days). However the performance is varied. The central Department and four agencies have sickness levels at or below comparable organisations but the Driving Standards Agency and the Driver and Vehicle Licensing Agency have absence rates of 13.1 and 14 day respectively. On the basis of a Comptroller and Auditor General's report the Committee have examined current sickness levels in the Department and actions being taken to meet their 2010 targets. They conclude that the Agencies need a better understanding of why some staff take so much sick leave. Although there appears to be a correlation with low paid repetitive administrative jobs there are also concerns about leadership within the Department. Measures have therefore been taken to strengthen management in areas involving repetitive work.

The Police (Northern Ireland) Act 2000 requires the Northern Ireland Policing Board to make arrangements to secure continuous improvement in the way in which their functions and those of the Chief Constable of the Police Service of Northern Ireland (PSNI) are exercised, with particular focus on economy, efficiency and effectiveness. This is the fourth NAO report on the audit of the current best value performance plan. The Policing Board and PSNI have made significant progress in implementing the recommendations of past inspections by NAO and HM Inspector of Constabulary. The proposed performance indicators and standards for 2006-07 are reasonable, but could be improved. Some previous indicators have been dropped, and an explanation would help transparency. The methodology used to select the Best Value Reviews is thorough but again the decision-making process is not clear. The report also recommends improvements in the reporting of performance against standards, particularly where standards have not been achieved.

In 2007-08 the National Strategy to improve performance in primary mathematics cost some £104 million to implement. The Strategy aims to raise performance through extensive teaching and learning resources, supported by professional development programmes for teachers. In 2006-07 some £2.3 billion was spent on teaching mathematics in primary schools, out of a total expenditure of £10 billion on primary teaching and teaching support staff. Yet improvements in the mathematics results of primary school pupils have levelled off since 2000. In 2008, 79 per cent of pupils met the Government's expected standard at Key Stage 2 (age 11). This means that over one in five children are starting secondary school without a secure foundation in mathematics. There are persistent gaps in the mathematics performance of primary school pupils from different backgrounds and with different characteristics. In contrast to other subjects, boys are making more progress than girls. The biggest attainment gap-18 percentage points-is related to deprivation. Performance varies across England and between local authorities, with the percentage of pupils achieving the expected standard at KS2 ranging from 70 to 87 per cent. The Primary National Strategy has contributed to improvements in primary mathematics teaching and learning but weaknesses persist in vital areas such as the use and application of mathematics to real-life situations and the assessment of pupils' progress. The lack of depth in subject knowledge of many primary school teachers, and the lack of take-up of continuing professional development in mathematics, are major concerns which the Department has only recently begun to address through a ten year programme to train 13,000 specialist teachers.
