Evidence-based policymaking is often promoted within liberal democracies as the best means for government to balance political values with technical considerations. Under the evidence-based mandate, both experts and non-experts often assume that policy problems are sufficiently tractable and that experts can provide impartial and usable advice to government so that problems like climate change adaptation can be effectively addressed; at least, where there is political will to do so. This book compares the politics and science informing climate adaptation policy in Australia and the UK to understand how realistic these expectations are in practice. At a time when both academics and practitioners have repeatedly called for more and better science to anticipate climate change impacts and, thereby, to effectively adapt, this book explains why a dearth of useful expert evidence about future climate is not the most pressing problem. Even when it is sufficiently credible and relevant for decision-making, climate science is often ignored or politicised to ensure the evidence-based mandate is coherent with prevailing political, economic and epistemic ideals. Scientific evidence of human-induced climate change rapidly increased through the 1970s. By 1982, even oil giant Exxon's own scientists were reporting to management that climate change due to carbon dioxide emissions was likely to occur, and that the effects of this climate change could be catastrophic. Since the early 1980s when Exxon internally acknowledged the reality of climate change, the scientific evidence confirming human caused climate change has piled up at an incredible rate. The current scientific consensus on human caused climate change is based on thousands of scientific studies conducted by thousands of scientists all across the globe. The Intergovernmental Panel on Climate Change, IPCC, which is composed of scientists from around the world, has concluded that warming of the climate system is unequivocal, and that it is extremely likely that human influence was the dominant cause of global warming. The IPCC is not alone. The National Academies of Sciences has reached the same conclusion. The national academies of sciences in virtually every major country on Earth has endorsed the IPCC's central conclusions on climate change. The Politics of Evidence Based Policymaking identifies how to work with policymakers to maximize the use of scientific evidence. Policymakers cannot consider all evidence relevant to policy problems. They use two shortcuts: ‘rational’ ways to gather enough evidence, and ‘irrational’ decision-making, drawing on emotions, beliefs, and habits. Most scientific studies focus on the former. To the present, the debate on climate change has taken diverse perspectives in which the critical issue is whether climate change is a factual or false phenomenon. In order to enhance understanding over the issue of climate change, a number of international agencies have been formed. One of the most proactive agencies that have immense contribution to the issue is the Intergovernmental Panel on Climate Change (IPCC). This scientific intergovernmental body was established in 1988 by the United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO). Following its endorsement by the UN General Assembly the same year, IPCC became one of the organizations under the auspices of the UN. Its core responsibility is to review and assess scientific, socio-economic and technical information related to climate change and prepare assessment reports for the United Nations Framework Convention on Climate Change (UNFCCC). Its reports focus on the risks of human-induced climate change, as well as, its potential socio-economic and environmental impacts. As such, IPCC reports propose the most appropriate mitigation approaches to climate change. Since its inception, IPCC has contributed immensely to the assessment of climate change. Therefore, this paper provides a comprehensive discussion on IPCC’s contribution to the climate change debate. ABSTRACT: As society's demands for goods and services from forests increase, there is a corresponding increase in demand for high quality science which can help shape forestry policies for the sustainable management of natural resources. Forestry research is now undertaken in a very diverse Range of institutions. The increased outputs from researchers in domains other than traditional forestry schools have not been matched by systematic methods of utilising new or existing information for policy or to identify future research needs that reflect the priorities of people in forestry's extended networks. An analysis of academic papers and informal articles indicated that the term 'evidence- based' is widely used in environmental literature, matching the rates of popularity of the term 'evidence-based medicine', but without the rigorous methodological processes that medicine has adopted to justify the phrase. Two strands of participatory research were undertaken to examine the potential for adopting rigorous evidence-based frameworks for forestry. The first focussed on a process for identifying important questions for policy-focussed forestry research. Using a combination of internet-based surveys and a workshop, some 480 people representing broad interests in the UKforestry sector set out a priority list of research questions. In the second, a group of international researchers and policy makers explored the possibility of using systematic reviews for validating the evidence base for carbon stock assessment under the REDD (Reducing Emissions from Deforestation and forest Degradation) process. The results indicate that there is capacity to collaborate to frame questions and critically appraise evidence for important policy issues. The longer-term benefits of adopting gold-standard systematic reviews are clear, however, there are also short-term advantages to be gained from moving incrementally towards this goal. In the aftermath of society's concerns about possible manipulation of science by experts (in the climate science arena), it would be folly for the forestry sector to ignore the benefits that would accrue from adopting genuinely evidence-based procedures for matters of global significance.

Climate change is occurring, is very likely caused by human activities, and poses significant risks for a broad range of human and natural systems. Each additional ton of greenhouse gases emitted commits us to further change and greater risks. In the judgment of the Committee on America's Climate Choices, the environmental, economic, and humanitarian risks of climate change indicate a pressing need for substantial action to limit the magnitude of climate change and to prepare to adapt to its impacts. A principal message from the recent National Research Council report, America's Climate Choices, this brief summary of how climate change will shape many aspects of life in the foreseeable future emphasizes the vital importance of preparation for these changes. The report points to the importance of formal and informal education in supporting the public's understanding of those challenges climate change will bring, and in preparing current and future generations to act to limit the magnitude of climate change and respond to those challenges. Recognizing both the urgency and the difficulty of climate change education, the National Research Council, with support from the National Science Foundation, formed the Climate Change Education Roundtable. The roundtable brings together federal agency representatives with diverse experts and practitioners in the physical and natural sciences, social sciences, learning sciences, environmental education, education policy, extension education and outreach, resource management, and public policy to engage in discussion and explore educational strategies for addressing climate change. Two workshops were held to survey the landscape of climate change education. The first explored the goals for climate change education for various target audiences. The second workshop, which is the focus of this summary, was held on August 31 and September 1, 2011, and focused on the teaching and learning of climate change and climate science in formal education settings, from kindergarten through the first two years of college (K-14). This workshop, based on an already articulated need to teach climate change education, provided a forum for discussion of the evidence from research and practice. Once we understand what excites, threatens, and motivates us, we can rethink and reimagine climate change, for it is not an impossible problem. Rather, it is one we can halt if we can make it our common purpose and common ground. Silence and inaction are the most persuasive of narratives, so we need to change the story. In the end, Don't Even Think About It is both about climate change and about the qualities that make us human and how we can grow as we deal with the greatest challenge we have ever faced.
