At times during his early years, Arthur Labatt felt like an observer of his own life: What was he supposed to do next? Where would his decisions take him? How would it all turn out? Labatt was born into privilege, the youngest child of John Sackville Labatt, who, with his brother, Hugh, ran the family-owned brewery John Labatt Limited in London, Ontario. Arthur spent his youth looking forward to, and enjoying, summers at Port Stanley on Lake Erie and Camp Ahmek in Algonquin Park. He was only vaguely aware of the shadow cast over his family by the famous kidnapping of his father in 1934. His education, however, took him on a decidedly zigzag itinerary through an assortment of Roman Catholic and public schools. And by the time it was his turn to join Labatt's, his father had died, the firm was on its way to being sold, and he had taken a detour from his studies at McGill University, becoming a chartered accountant under the auspices of Clarkson, Gordon & Company. Things began to make more sense to him after a period of career moves at Clarkson's and then investment dealer McLeod Young Weir. After four years in Paris selling Canadian securities to institutional investors in Europe for MYW, he got his feet wet in the insurance and trust industries and then, with portfolio manager Bob Krembil and mutual fund salesman Michael Axford, started a mutual fund company, Trimark Investment Management Inc., which they eventually sold to U.K.-based AMVESCAP (now called Invesco).

Each of the five Nordic countries has national goals for becoming carbon neutral before or by mid-century. In the Helsinki Declaration the Nordics committed themselves to assess the scenarios for how the different Nordic countries can achieve their respective carbon neutrality goals, including implications for various sectors. The aim of this study is to contribute to making this assessment possible and to highlight areas where co-Nordic initiatives can strengthen the Nordic countries’ aims towards carbon neutrality.

The road history projects undertaken by the Virginia Transportation Research Council establish the feasibility of studies of early road networks and their use in the environmental review process. These projects, by gathering and publishing the early road orders of the vast parent counties, also lay the foundation for additional research by local groups over a broad area of Virginia. This volume marks the twenty-fifth entry in the Historic Roads of Virginia series, first initiated by the Virginia Transportation Research Council (then the Virginia Highway & Transportation Research Council) in 1973. Fincastle County Road Orders 1773-1776 is a cooperative effort of the Virginia Transportation Research Council and the New River Historical Society. This volume furthers the coverage of early western Virginia transportation records begun in the previously published Orange County Road Orders 1734-1749, Augusta County Road Orders 1745-1769, and Botetourt County Road Orders 1770-1778. This project covers the entire period of Fincastle County's existence, during which time the county covered much of present day southwest Virginia. This information will eliminate the need for further research into the Fincastle County road order records. If questions arise about early roads once a Virginia Department of Transportation road improvement project is already underway (or nearly underway), primary historical research of this nature can take 6 to 12 months to complete. Therefore, this study can be a source of potentially significant cost savings for VDOT, including the avoided costs of project delays and consultant costs for cultural resource studies should questions arise.
