This book describes the experiences of four organizations who tried to introduce new computer systems in a humanistic manner so that human as well as business gains would be derived from the introduction of technology. All four paid a great deal of attention to identifying efficiency and job satisfaction needs and to design ing the technical system and its surrounding organizational context in such a way that these needs could be effectively met. Nevertheless, as with all major change, the change process was difficult and demanding and considerable management skill and insight was required before successful systems were implemented. The author set out to identify the extent to which the values of the different groups involved in the design process influenced the way in which computer systems were designed and implemented. She also wished to establish the extent to which the values of technical systems designers, user management and user clerks converged or diverged in the change process. It is hoped that the ideas set out here will contribute both to a greater theoretical understanding of the in fluences which affect technical change and to the practical design of humanistic computer systems. The research was carried out in three large government de partments, two industrial firms and an international bank. Two of the govern ment departments asked for their data to remain confidential and so these are not described in detail in the book. The book is in twelve chapters.

Issues relating to values have always had a place in the school science curriculum. Sometimes this has been only in terms of the inclusion of topics such as 'the nature of science' and/or 'scientific method' and/or particular intentions for laboratory work that relate to 'scientific method.' Sometimes it has been much broader, for example in curricula with STS emphases. Of importance to aspects of this proposal is that different countries/cultures have had different traditions in terms of the place of values in the school [science] curriculum. One obvious very broad difference of this form is the central place in [science] education thinking in many European countries of bildung, and the complete absence of this construct from most [science] curriculum thinking in English speaking contexts. There are numbers of such country/cultural differences. In the 1990s many countries moved towards various conceptualizations of Outcomes Based Education - OBE (sometimes so labelled and sometimes not). It was usual (but not universal) for OBE focused science curricula to have constrained views of the values that should be implicit and explicit in curriculum; that is views concerned only with 'the nature of science' and 'scientific method' (both usually seen as quite unproblematic). Currently there are a number of education systems that are changing again, and choosing to move away from Outcomes Based Education (for example, South Africa and several Australian states). One of the most interesting features of many of these movements is the re-embracing of a wider view of the science curriculum, including a reconsideration of the nature and place of the values associated with science in the purposes for and approaches to science education.

Empowerment is the overarching idea used in this book. The term has a variety of meanings in different sociocultural and political contexts, including “self-strength, control, self-power, self-reliance, own choice, life of dignity in accordance with one’s values, capable of fighting for one’s rights, independence, own decision making, being free, awakening, and capability” (The World Bank, 2002, p. 10). However, the World Bank report observed that most definitions focus on issues of “gaining power and control over decisions and resources that determine the quality of one’s life” (p. 10). This interpretation of empowerment provides a useful starting point for the development of the series of interconnected arguments explored here. Establishment of the basis for understanding, identifying and developing strategies through education necessary for individuals to be able to make choices that inf- ence the quality of their lives is the main aim of this book. There are a number of assumptions and boundaries that frame this analysis. First, the book focuses on “agents”; however, empowerment is often conceptualised in terms of relationships between agency and structure (e. g. , Alsop, Bertelsen, & H- land, 2006). Agency could be defined as “an actor’s or group’s ability to make purposeful choices – that is, the actor is able to envisage and purposively choose options” (p. 11).

Life in the last quarter of the twentieth century presents a baffling array of complex issues. The benefits of technology are arrayed against the risks and hazards of those same technological marvels (frequently, though not always, arising as side effects or by-products). This confrontation poses very difficult choices for individuals as well as for those charged with making public policy. Some of the most challenging of these issues result because of the ability of technological innovation and deployment to outpace the capacity of institutions to assess and evaluate implications. In many areas, the rate of technological advance has now far outstripped the capabilities of institutional monitoring and control. While there are many instances in which technological advance occurs without adverse consequences (and in fact, yields tremendous benefits), frequently the advent of a major innovation brings a wide array of unforeseen and (to some) undesirable effects. This problem is exacerbated as the interval between the initial development of a technology and its deployment is shortened, since the opportunity for cautious appraisal is decreased.

Engineers and ethicists participated in a workshop to discuss the responsible development of new technologies. Presenters examined four areas of engineering--sustainability, nanotechnology, neurotechnology, and energy--in terms of the ethical issues they present to engineers in particular and society as a whole.
