Die vorliegende qualitative Feldstudie befasst sich mit Arbeitsmigrationsprozessen zwischen Burkina Faso und Côte d'Ivoire. Untersucht wurden die migrationsgeprägten Erfahrungen und Aspirationen burkinischer Arbeitsmigrantinnen und -migranten, die ab dem Jahr 2002 infolge von Vertreibung aus ihrem Aufnahmeland (Côte d'Ivoire) in ihr Herkunftsland (Burkina Faso) zurückkehrten. Die Arbeit fragt nach den Wegen zum Wiederaufbau einer Existenz in Burkina Faso im Prozess der Re-Migration. Die Deutungen der Re-Migration, der Integration und der Lebenssituation werden aus der Perspektive der Re-Migrierten selber ethnographisch und phänomenologisch geleitet interpretiert. Die Studie wurde anhand von Dokumentenanalyse, teilnehmender Beobachtung und leitfadengestützten Interviews durchgeführt. Um die Re-Migration aus der Perspektive der Re-Migrierten verstehen zu können, wurden die Felddaten in Anlehnung an die Grounded Theory, ergänzt durch die Sequenzanalyse der Objektiven Hermeneutik ausgewertet. Die Ergebnisse der Studie zeigen aus der Perspektive des Transnationalismus wie Mobilität einerseits als tendenzielle Überwindung der Re-Migration und andererseits als mögliche pendelnden Migrationsabsichten konstruiert wird.

La présente étude sociolinguistique de la réalité plurilinguistique abidjanaise part d'une variété du français ivoirien, le nouchi, phénomène linguistique se différenciant considérablement de la variété standard. L'approche choisit par l'étude - l'analyse des pratiques et attitudes linguistiques d'élèves - permet l'analyse d'une réalité linguistique complexe pour laquelle les données empiriques sont rares. L'analyse des propos d'élèves sur leur environnement linguistique montre leurs besoins linguistiques. Les importantes fonctions communicatives et identitaires remplies par le nouchi ne peuvent, selon eux, être satisfaites ni par le français ni par les langues ivoiriennes. L'ancrage de l'étude dans le milieu scolaire permet par ailleurs d'élucider les enjeux linguistiques d'une réforme de l'enseignement en Afrique francophone. La vision des jeunes sur l'évolution de la situation linguistique ivoirienne offre des perspectives intéressantes sur l'avenir de la francophonie africaine.

This paper presents a final assessment of the eligibility and qualification of the Republic of Cote d'Ivoire (hereafter "Cote d'Ivoire") for assistance under the Enhanced HIPC Initiative.1 It builds on the preliminary HIPC document for Cote d'Ivoire discussed by the Executive Boards of the IMF and IDA on December 12 and 16, 2008, respectively.2 Directors agreed that Cote d'Ivoire is eligible for assistance under the HIPC Initiative and that Cote d'Ivoire could reach the decision point provided the authorities i) strengthened performance under the IMF-supported program to end-2008, ii) agreed on appropriate completion point triggers, iii) put in place a poverty reduction strategy, and iv) cleared all outstanding arrears with multilateral creditors or reached agreements to clear them in the context of the PRGF arrangement. The triggers proposed in the preliminary document were broadly agreed by Directors, though suggestions were made for strengthening in certain areas as well as for a streamlining.

The NDP aims at transforming Côte d’Ivoire into an emerging market and halving the poverty rate. The framework for poverty reduction can be improved by developing a program of targeted interventions to support growth in key strategic sectors, public investment management, maintaining fiscal and debt sustainability and implementation of energy sector reforms. The fiscal strategy focuses on scaling up public investment and sustainability. The public sector investment program and the macroeconomic projections of the PND are a good strategy.
